In 2026, the Sofia property market is stabilizing at around €2,700/sq.m. New construction holds a 30-40% premium, and a successful purchase requires careful analysis of risks and the building's construction stage.
The real estate market in Sofia in 2026 is entering a phase of stabilization and more balanced growth. After a reported annual increase of around 29% in the first quarter of 2026 compared to the same period of 2025, asking prices in the capital are holding at levels of about 2,700 euros per square meter. At the same time, actually concluded transactions average 2,680 euros per square meter. Analyses show that the market is cooling compared to previous years, with the growth rate expected to slow to more moderate levels of around 10% by the end of the year. In this environment, new construction continues to attract a large share of buyers, but requires in-depth knowledge of its specifics.
One of the first factors buyers notice is the price difference between new and old construction. New buildings carry a premium of between 30% and 40% compared to the secondary market. The difference is due to modern technologies, higher energy efficiency, new installations and well-maintained common areas.
To illustrate this with specific calculations: at an average price of 2,852 euros per square meter for the Mladost area, a 65-square-meter apartment on the secondary market costs approximately 185,380 euros (65 m² by 2,852 euros/m²). If we apply a 30% premium for new construction, the price of a property with the same area reaches 240,994 euros (185,380 euros by 1.30). At a 40% premium, the value rises to 259,532 euros (185,380 euros by 1.40). On top of these amounts, buyers must also budget for about 8% additional transaction costs for local tax, notary fees, registrations and commission.
Buying at an early stage of construction offers certain opportunities, but also carries different levels of risk depending on the stage at which the deal is signed.
At Act 14 (completed rough construction) the main advantage is the lower price per square meter and the possibility of a wider choice of floors and layouts. The risks are related to the completion deadline and possible delays. In the case of bank financing, although the average interest rate on new mortgage loans in the country is around 2.5%, banks often require a higher down payment than the standard minimum of 20% of the property's value.
At Act 15 (establishing readiness for acceptance) the building is fully completed, with final administrative procedures pending. The risk of non-completion is significantly lower, and buyers can begin finishing works. However, the price is closer to that of ready properties, and the risk lies mainly in the time needed to obtain the final permits for use and delays in connecting to utility networks.
At Act 16 (permit for use) there is no risk of non-completion. The property is ready for occupancy or renting out, where gross rental yield in Sofia ranges between 4% and 6% annually. Bank financing is most easily available under standard conditions. The main drawback is the highest price per square meter and the severely limited choice of remaining available apartments.
When buyers choose a property in a building under construction, it is essential to carry out several key checks:
First, the developer's and builder's track record. Check their previous projects, whether deadlines were met and the quality of their execution.
Second, the legal status of the land and the property. A detailed check is needed for the absence of encumbrances, mortgages on the plot, or injunctions that could jeopardize your investment.
Third, the payment scheme and the contract. Review the clauses on price indexation, penalties for delays, and whether payments are tied to achieved construction stages rather than specific calendar dates.
Fourth, the technical specifications. Make sure what materials are specified for insulation, windows and doors, common areas and elevators.
The time needed to close a deal and the possibility of negotiating the price vary depending on the specific property, financing, and current market conditions. With the right approach and objective analysis, you can secure certainty and favorable terms.
